...Is combine several cool sci-fi games that I have into one.
Basically I would combine a game called Victory By Any Means (VBAM), a game with excellent empire management rules but few good combat rules, with Starmada X, a game with excellent combat rules but not good management ones, and make a Starfleet Battles Universe game with said combined rules; in other words, Federation & Empire as something other than economic management.
