Unfortunately, small scale warships of this sort often turn up in the hands of mercenaries and pirates, and the Empire keeps close watch over the marketing and sale of such ships. While the Empire keeps it's eyes on the Dissuader, it has no interest in purchasing such ships for it's own navy, but SubPro finds plenty of buyers elsewhere.
